While the state seems unable to control the violence, reporter Peter Oborne and director Edward Watts spend time with a few courageous individuals who are risking their lives to hold the line against anarchy in Pakistan's largest city. In the last 60 years the population of Karachi has risen from 300,000 to nearly 20 million.
