Bobby Bombata (Javed Jaffrey), a huge industrialist, and his girlfriend Devyani (Preeti Jhangiani) plan the theft of these diamonds along with Ranjit (Kamal Sadanah), a cold-blooded assassin. They hire Tora (Tora Khasgir), an expert dacoit, to carry out the action. Tora double-crosses Bobby with the help of her brother Karan (Rajesh Khera), but in the process gets killed. But she hides the diamond in a carriage, Victoria No.203. Raman, the driver of the carriage Victoria No. 203, is unaware of this and offers to help her, but the police level charges of murder and put him behind bars. A diamond expert Jimmy (Jimmy Sheirgill) and two small-time-but-quite-old crooks, Raja (Anupam Kher) and Rana (Om Puri), are also behind the diamonds. Raman's daughter Sara (Sonia Vinod Mehra) takes up the responsibility of freeing her father. Who gets possession of the diamond forms the rest of the story.

After a daring diamond robbery, the thief, while attempting to double-cross his partners, is mortally wounded, and hides the diamonds in a lamp of a horse-carriage(Victoria) No.203. The owner of this Victoria is blamed for wounding the thief and is arrested. The wounded thief gives a key, a piece of paper, and verbal instructions to a hospital ward boy, and dies. The wardboy follows the instructions, goes to Bori Bunder Railway Station, opens the locker with the key, deposits the paper in the locker, and goes on his way. Then Raja and Rana are released from prison, and come across the key and hilariously set about trying to find the lock to this key, not knowing that they are putting their very lives, as well as the lives of the owner of the Victoria, her boyfriend, and a child, in jeopardy.

Jeff Slade is a detective with the CID department of the local police force led by Kate Grisham, although unusually for such a position he is an armed officer; carrying a handgun as routine. Slade is a good detective who gets results although his approach is somewhat maverick and his methods do leave a lot to be desired and have more than once landed him in trouble.
