The confrontational tension between North and South Korea in 1988, reflected through the relationship between Lee Taesik, a double agent and the director of the National Security Planning agency, Jang Seokjong.

Agent Lam (Tony Leung) sets out to track a pair of plates used to make fake American dollars.
