1941年12月8日，爆发了震惊世界的珍珠港事件。翌日，驻沪日军突然闯入上海租界区，包围了《远东周报》编辑部。掌握着日蒋和谈纪要等绝密情报的美国记者加尔逊，在突围时身负重伤，躲到某教会医院的美国医生哈曼家中，并通过哈曼向美国政府求救。美国政府委托国民党当局营救加尔逊。国民党为了讨好美国政府，以得其经济和军事援助，表面上虚张声势地派遣了有刘建丰、陶侃参加的特工部队，随同美国特派员科迪上校到上海营救加尔逊，暗地里却派高级特务陈裕泰潜入上海，指示其地下组织勾结驻沪日军破坏营救计划。因此，当营救小分队刚刚空降到上海郊区，即遭日本宪兵袭击，刘建丰、陶侃被俘，科迪自杀殉职，其余队员均遭杀害。共产党上海地委以为加尔逊被日军捕获，为配合世界反法西斯斗争，决定派沈崇明、杜忠义等人去日本宪兵司令部营救加尔逊，却意外地救出r刘建丰和陶侃。刘、陶二人出狱后，来到了哈曼医生家，发现哈曼已被杀害，找遍住宅也未见加尔逊踪影，却从影集中发现了一张哈曼与宋定一医生的合影。他们赶到宋定一的医院，遇到了先行到达的沈崇明和杜忠义。双方相持不下，刘建丰权衡利害后同意阱作。躲在哈曼家密室中的加尔逊从昏迷中醒来，发现哈曼家已被日军把守，即以日本将军的孩子作人质逃出了魔掌。刘、陶在寻找加尔逊的过程中屡次遭人暗算，他们敏锐地意识到联络人赵春兰小姐就是谋杀哈曼的凶手，终于有一天，他们自己也险些葬身于赵春兰的枪下。在沈崇明、杜忠义的指点下，刘认识到自己组织的丑恶、黑暗，决定与共产党联手行动。当他们终于找到加尔逊时，日军已将他们团团围住，并疯狂地发起攻击。沈崇明、刘建丰掩护杜忠义、陶侃、宋定一等人抬着加尔逊艰难地突出了重围。彻底看清了国民党卖国嘴脸的刘建丰毅然弃暗投明，跟随沈崇明护送加尔逊离开上海，踏上了新的征途。
