Loyalty follows several boys in the west side of Chicago who make a series of choices that only get worse.

The film covers the period from 1900 to 1917. Historical events—the Russo-Japanese War, January 9, and others—are shown through the eyes of a mother who begins to realize that her children have many like-minded followers, and thanks to this, she comes to believe in the feasibility of the ideals for which her eldest son sacrificed himself. Only the awareness that his cause is not hopeless, that it is achievable and close to victory, gives her the courage to endure separation from her loved ones and wandering.

When the head of the crime family is killed by a rival family, his son Grant vows to get retribution. As his grief turns into violence, his best friend Ray, a federal agent, does everything he can to keep Grant from going off the deep end.

Davis French, a stalwart member of the Northwest Mounted Police, is ordered to the coast and is therefore unable to keep an appointment to be married with his sweetheart, Jean Dupres. He writes to her, but she does not receive the letter. She arrives at the appointed meeting place, alone and broke, and must accept the hospitality of a despicable character known only as the "Timber Wolf." When Timber Wolf attacks Jean in her cabin, Pierre Santoi, a fine fellow who has fallen in love with her, kills him with a knife. Pierre takes to the woods and meets up with Davis, an old friend, who reluctantly arrests him. Davis takes Pierre back to stand trial and is instrumental in obtaining a verdict of justifiable homicide; Davis is reunited with Jean, and Pierre sets out for the white frontier.
