本片是关于捷克前总统瓦茨拉夫·哈维尔(Václav Havel，生于1936年10月5日)的政治生活以及私人生活的纪录电影。哈维尔于1993年到2002年间两度担任捷克共和国总统期间允许本片导演巴维尔·库特茨基进入总统府腹地拍摄他的长片处女作，10年间共记录了110个重要场合和事件，最终作品08年初在捷克上映并取得不错票房，另外还参展了柏林电影节的论坛单元，而这时导演库特茨基早已因为06年拍摄新片时的一次事故而意外地离开了人世。当时他留下了43小时的胶片素材和90多小时的录音。库特茨基的好友、在纽约工作多年的捷克纪录片作者米洛斯拉夫·扬内克接过了影片剪辑的任务。而在剪万片子之后他表示自己是一个不问政治的人，“现在更没兴趣了”，“我对政治的看法就是：有理想的人想要从政，那几乎是不可能的”。从政之前哈维尔本人曾是一位有才华的剧作家，代表作品包括《乞丐的歌舞剧》、《无权力者的权力》、《给奥尔嘉的信》、《哈维尔自传》、《反符码》等，2003从总统职位卸任后他也重新开始戏剧创作并在07年完成新作《离去》。对于这样一位在捷克政坛充满了争议的人物，导演库特茨基曾表示自己拍摄这部影片，“不想伤害谁也不想帮助谁。我只在意捕捉政治当中极少为人所见的一面，以及这当中一种特殊的生活。”

The show follows Xavier, a rather strange-looking faun-like wanderer/seeker (complete with snake hand, backwards knees, a beak and six nipples) who is traveling across the land to find out the truth about his mysterious and uncertain origin. Xavier meets all kinds of different folk on his journey who he bores to tears with self obsessed tales about his life and his ability to "blow minds," and encounters rednecks who don't take kindly to his appearance. He speaks in a low, gruff, movie trailer-type tone that accentuates his narcissistic rambling. Although Xavier has a sense of morality and means well, he tends to cause havoc wherever he goes, attempting to help characters along the way, but unknowingly making situations worse due to total incompetence. In the pilot episode, we see in a flash-back that he burnt his house down as an adolescent whilst practicing a spiritual ritual. Missed phone calls and muffled voices come and go as Booker (Barrington Darius) reconnects with friends and family, telling a subtle story of displacement and the enduring desire for recognition in South Central Los Angeles. The first of a trilogy of shorts investigating migration, Civic is concerned with what casual interactions and ordinary habits say about our circumstances, rather than any kind of clearly defined dramatic tension. After a lengthy absence, Booker floats through the familiar side streets and freeways of LA with fresh eyes. Along the way, he’s met with mixed reactions from those who’ve stayed. Some call him a “big shot” for leaving, others tease him for having the same haircut and music taste. A flag of Dominica hangs from his rearview mirror, which together with a few half-thoughts and unfinished phrases, hints at a previous generation’s parallel journey from home.
