2005年4月，日本一辆通勤列车在一处弯道处驶出轨道撞入路边一栋大楼，造成107人死亡。酿成此次惨剧的原因是列车比预定时间晚点了80秒，列车司机为了弥补这80秒的延迟超速行驶。片中，通过相关人员的描述，我们似乎看到一个意味追求效率却不懂得何时该停下来的社会。影片也带我们探索了原本被视作一个国家美得的“准时”与“忠于协议”，是如何变成一个社会的阻碍并最终危及到日本人民的生命的。
