阳湖市淹城区第二中学许若兰老师深受同学们的尊重和爱戴。在二中教学的空闲时间，许若兰经常来到二中附近的一处进城务工人员聚居区，给农民工的孩子补习文化。看着三十几个孩子没有学上，许若兰毅然向学校递交了辞职报告，准备到进城务工人员聚居区给孩子们办学校。 许若兰是二中教研组主力，也是区教委重点培养的尖子。许若兰的选择遭到男朋友李欣和学校校长的极力反对，却受到三十几个农民工子弟和他们的家长的热烈欢迎。农民工们很快租下一处废弃的厂房，简单粉刷装修，就算是三十几个孩子们的学校。农民工子弟学校开学那天，许若兰举行了学校第一次升旗仪式，家长和孩子们看着冉冉升起的国旗激动得热泪盈眶。 同一片蓝天照片针对农民工子弟的特殊情况，不仅注意教学方法、帮助孩子们共同提高学习成绩，还十分注重孩子们的品质教育，引导和教育大家要学会关心他人自立自强。在三十几个农民工子弟当中，王小兵的家庭因为父亲早逝、母亲身体不好而相对困难，但王小兵特别懂事，也特别勤奋。正是因为王小兵的乐于助人，许若兰还从二中给他们请来学习尖子段娜，让段娜和农民工子弟学校的同学帮扶结队。 农民工子弟上学的问题暂时解决，王小兵的家庭困难也得到多方的帮助，许若兰为农民工子弟学校报到区里的审批手续却迟迟批不下来。在许若兰辛辛苦苦创办的农民工子弟学校被区有关部门查封、区教育局陈局长因支持许若兰办学而遭致停职后，许若兰看着挡在学校门外的孩子们，毅然决然地找到区委书记。许若兰反映的农民工子弟受教育的问题引起市委王书记的高度重视。在市委王书记的关注下，农民工子弟学校办学手续通过审批。然而，三十几个孩子重新走进教室没几天，厂房的产权单位将厂房变卖，新的开发方坚持强行拆迁。在农民工和拆迁方产生对峙的时候，市委王书记及时赶到，承诺将向市人大提议，将“农民工”写进阳湖市的历史，给农民工以新市民待遇。 三年之后，阳湖市第一所新市民子弟学校建成。开学典礼上，农民工子弟自己创作的歌曲《同一片蓝天》，唱出了进城农民工和他们的孩子们的心声。
