将广袤的大地变成不毛之地，把人们推入核辐射恐惧深渊的福岛第一核电站事故，是世界上首起多重堆芯融毁事故。核能发电的安全神话，仅仅因为一次“超乎预想”的地震和海啸，顷刻间土崩瓦解。福岛核电站事故究竟为何会发生。在查明事故直接原因的同时，我们现在还有必要，从历史的角度，重新认识安全神话形成的过程。 我们到手一批资料，“核能政策研究会”的录音带。从1980年代至90年代间，支撑我国核能发电的研究学者、政府官僚、电力业界的重镇们，定期举办内部聚会，就核电站政策的过去和前途展开讨论。因决定讨论内容不对外公开，故与会者们畅所欲言。此外，在世的有关人员，也出于对福岛事故的反省，开始直言不讳地揭露历史内幕。 根据这些资料和证词，我们制作了两集系列片，彻底回顾福岛核电站事故发生为止的历程。上集将追溯，我国决定投入核电站的1950至70年代前半的黎明期。最初，对于在地震大国，导入这项安全性尚不明确的技术，人们普遍持怀疑态度，慎重论占据主流。但基于美苏冷战理论，以及战后经济复兴原理，遂强行决定投入核电站。 本片将检证，作为经历过因石油等资源匮乏，而在太平洋战争中败北的历史，且是世界唯一原子弹被爆国家的日本，在追求经济效益，与确保安全的矛盾中，走上核电站建设之路的过程。
