The Sea Raiders, a band of foreign agents, led by Carl Tonjes and Elliott Carlton, blow up a freighter on which Billy Adams and Toby Nelson are stowaways, seeking to avoid Brack Warren, a harbor patrol officer assigned to guard a new type of torpedo boat built by Billy's brother, Tom Adams. Intended targets or not, getting blown up does not set well with Billy and Toby and, together with their gang coupled with the members of the Little Tough Guys, they find the Sea Raiders' island hideout, investigate the seacoast underground arsenal of these saboteurs, get blasted from the air, dragged to their doom, become victims of the storm, entombed in a tunnel and even periled by a panther before they don the uniforms of some captured Sea Raiders and board a yacht that serves as headquarters for the Raiders.

Jake Turner (Marchini) is in Colombia Punchfighting for money and generally looking for a new assignment. His old buddy Bill Digger (Estevez) contacts him about a missing government agent, Jennifer Boyden (Gaunt). It affects both of them personally because she's the daughter of their old Marine Sergeant. Digger has already sent another soldier to try and find her, a man named Edwards (Rogers). But Edwards was captured by the evil super-criminal Pike (Meyer). When even Digger falls into the hands of Pike, Jake Turner now has to save him, Edwards, and Jennifer. He certainly has his work cut out for him. Can Jake save the hostages and finally defeat Pike? Ernö Metzner, the art director for G. W. Pabst’s Pandora’s Box (1928), himself co-wrote (along with Grace Chiang) and directed Police Report: Assault. Although the film’s protagonist is a coin, I will refer to the pop-eyed man who picks it up off the street as the protagonist; but when the police at the last ask him to identify whoever assaulted him and he imagines the coin spinning in space, we the audience know what he blames. Metzner’s middling short film, set in Berlin, depicts desperate, impoverished lives in Weimar Germany. It would seem that the protagonist’s luck has picked up once he finds the coin by the curb that we know many other passers-by missed; but we also know that the coin’s previous owner collapsed before losing it to the street. Indeed, once he tries buying cigarettes with it, the protagonist discovers that the coin, as currency, is obsolete. What to do? The man slips it into a game of dice and wins. However, he is pursued through the street by someone else who is financially desperate, and who is toting a club. Two more stressed persons, a thin-lipped prostitute and her pimp, first, provide protection for the protagonist and then danger, once they also try to rob him. It is his original stalker, though, who gives the protagonist a whack across the noggin that causes his head, at the launch of an expressionistic passage, to stretch itself into distorted mirror-images.
