Unable to secure their right to vote, the two share their experiences and begin to fight against the electoral system that discriminates against people with developmental disabilities.

主纱贞为了进行记者实习，前往香港去找经营杂志社的姑妈。在机场，她偶然结识了走私帮派头目夏方性及其夫人帕里。之后，主纱贞遵照姑妈的指示前往事件现场采访，却发现该事件与夏方性和帕里有关，警察甚至不允许她进行采访。后来，帕里被捕，她的双胞胎妹妹——假帕里被送到了夏方性身边。主纱贞在医院遇见假帕里后遭到了对方的追击，还因此知晓了夏方性的犯罪行径。主纱贞受到双方的攻击，好在有憨直警察的帮助才得以脱险，但警方并不相信她的话。夏方性为了进行宝石走私与日本人接触，然而主纱贞掌握了相关线索，使得走私现场被警方发现，走私团伙成员全部被捕。
