While on a fun excursion together, teenager Tamahi and her two friends Yu and Aki pass in front of a foreboding, dilapidated apartment complex. Immediately, bad things start to happen. 広域宇宙警察・海賊課をクビになった地球人ラテルと猫型異星人アプロの迷コンビ。チーフに紹介された再就職先、映画会社「レアキック3Dビュウ」に向かうが、その途中で立体映像と実物が融合した派手な攻撃を受ける。なんとそこでは、人間の脳を狂わせるとして使用禁止になったシステムが使われていたのだった。神林長平作のSF小説『敵は海賊』シリーズの第2作『敵は海賊・猫たちの饗宴』をアニメ化。1989年にCSチャンネルで放送後、1990年にビデオで第1作『猫じゃらし作戦』、第2作『猫かぶり前哨戦』、第3作『猫いらず大騒動』を発表。それぞれ前後編、計6巻がリリースされた。総監督は『魔物ハンター妖子』の山田勝久。キャラクターデザインと総作画監督は『攻殻機動隊 STAND ALONECOMPLEX』シリーズの後藤隆幸が担当。ラテル＆アプロの軽快でテンポのいいギャグトークと、畳み掛けるようなアクションが魅力だ。
