月岛希良梨是一位对感情一窍不通14岁的中学二年级生，有一天希良梨与人气偶像团体‘SHIPS’的日渡星司意外相遇并对他一见钟情。为了想接近星司而一心一意地想成为偶像的希良梨做出属于自己的偶像宣言。虽然最初觉得很不容易，但得到大家的支持而努力下去。后因工作不断增加的关系，转校到艺能学校，并认识更多朋友和劲敌。但在日后的工作相处之下，面对SHIPS另一成员风真宙人的帮助，竟发现自己也好像喜欢上了宙人。弄不清楚到底喜欢谁的希良梨，在矛盾的心情下又该如何判断自己的心意呢?面对了不同的相遇和离别的她又能不能成为NO.1的偶像?

主人公月岛希良梨，是一个活泼开朗的女生，14岁，就读初一。一天突然在街上碰到一个神秘男子(以后的男主角二号：日渡星司）撞了她就走了，后来又看见一只乌龟在树上,出于善良的本性救了那只乌龟。谁知这只乌龟是刚才的神秘男子的，神秘男子的微笑及善良，让希良梨喜欢上了他，认为是恋爱了，后来此男子给了她一张SHIPS的演唱票，女主人公在近会场，由于个子太小进不进去走了另一条通道，然后有一男生（以后的男主角一号：风真宙人）跳了下来，并叫他让开，女主人公对这个男生印象很不好的时候，那个男生又撕了她的票。女主人公为了见神秘男子，溜进了会场，在风真宙人的话中，激起了她想要和日渡星司站在同一个舞台的想法，要变成和他同一个世界的人。并在一片喧闹声中，说：“我要成为偶像”。

月岛星璃（久住小春 配音）是一个活泼可爱整天没心没肺的女孩，一次偶然中，星璃在救一只小乌龟的时候不慎从树上掉了下来，并被一个神秘而又英俊的男人给接住了，这个男人名叫日渡星司（陶山章央 配音），而星璃所救的小乌龟正是他的宠物。为了报答星璃，星司给了星璃一张演唱会的入场券，深深的被星司的温柔和帅气所吸引的星璃在演出当天来到了会场，却在误打误撞之中进入了后台，遇见了个性粗暴傲娇的风真宙人。 　　原来，星司和宙人正是当红偶像团体SHIPS的两名成员，而星璃也在机缘巧合之下许下了想要成为偶像的承诺。

However extreme the events, they keep filming. Manifesto is a dark mosaic, cumulatively disturbing, and culminating in a horrifying ending.
