清末，两淮之地盐务积弊重重，盐业重镇宣城以吴氏为首勾结盐政克扣巨额盐税，盐商苏家上书谏言，却在皇城巡查特使临到宣城前夜被吴、詹、丁三家灭门，并被扣上畏罪自尽的罪名，整个苏家唯苏靖瑶侥幸活命。苏靖瑶筹谋十年，在宣城即将风云再起时，以富商遗孀倪夫人的身份重返宣城。奉命来此暗查盐税的皇城巡查特使沈一白与苏靖瑶一拍即合，默许苏靖瑶设“大义银庄”深入宣城商局。在险象环生中，苏靖瑶收集巨贾贪官牟利证据，暗中解决商会更换称盐砝码重量、盐政预售次年盐引收受贿、两淮盐官盐商倾吞税银等种种“贪案”，发展实业惠及百姓，肃清苏门名誉，还两淮盐业以清朗之风。
