妓女之子冲田勇（菅原文太 饰）自母亲死后堕入黑道，经过多年摸爬滚打，成为川崎黑帮泷川组重要人物。冲田因刺杀对立帮派头目入狱5年，出狱后恰逢日本战后经济复苏时期，社会乃至黑帮组织形式变化巨大。泷川组与矢头组合作共同掌管川崎。被组织抛弃的冲田重新集结当年的伙伴，向泷川组发动进攻，但很快招来无情报复。 　　另一方面，静观事态发展的矢头俊介（安藤升 饰）将受创的冲田众人招至麾下创立樱花会，同时借此良机联合关西最大帮派大和会摧毁泷川组。大和会势力由此渗入川崎地区。伤愈后的冲田不满矢头之行径，公开反抗大和会。大和会逼迫矢头铲除樱花会，为求自保，矢头无奈将枪口朝向冲田等人……

公元756年，唐肃宗在宦官李辅国的幕后策划中登上了帝位。唐肃宗登基后，李辅国被任命为殿中监，封为国公！然而，独断专行、把持朝政的李辅国并不以江山社稷为重，而是暗中勾结倍受肃宗恩宠的淑妃张良娣，想在建宁王府设下鸿门宴，行刺谋杀太子李俶，并借机嫁祸于建宁王李倓。 　　太子李俶即将赴宴前，对李辅国和淑妃的阴谋勾结早有觉察和防备的老臣老太傅，让早在五年前就为太子李俶找好的替身李时豫代替太子赴宴。李时豫以其多年来练就的机智和高强的武功替太子挡过此劫，自己却不幸落在佞臣李辅国的手中。李辅国一计未成又生一计。在李辅国和淑妃的谗言中，建宁王李倓被毒酒赐死；老太傅和李时豫被押上囚车，游街示众，以期太子李俶现身。 　　李俶果然中计，结果救人未成却遭受追杀。千钧一发之际，李俶被侠女吴满娇和她父亲吴老头拼死救下。与此同时，百密一疏的李辅国低估了李时豫的意志，李时豫谨记老太傅的嘱托，将计就计、卧薪尝胆、联络众臣，伺机弹劾李辅国。 　　公元762年4月，肃宗在李辅国和淑妃的争斗中惊吓而死后，唐代宗即位。李辅国自恃拥立代宗有功，更加骄横淫逸。在老臣李沁的引领下，已经和吴满娇结为夫妻的李俶在宫中见到了李时豫。经过李时豫和真太子李俶的联手，宦官李辅国被迅速铲除。李时豫将皇位重还真太子李俶后，回归江湖做了一个逍遥的侠客。
