解放后，福贵人李玉琴到抚顺战犯拘留所探望溥仪。于是影片通过几个不连贯的回忆简要交代了溥仪3岁登基、11岁复辟、28岁伪满皇帝、39岁伪满州国覆灭被囚的前半生。被特赦后，溥仪到了北京，受到了周恩来总理的接见。他决定做一个平凡的对社会有贡献的普通公民。他和常人一样挤公交车，到饭馆吃饭，昔日的两个太监见到他上前请安，让他无所适从。在一次联欢会上，偶遇护士李淑贤，两人于同情生爱，终于结婚，但溥仪仍是不懂得如何照顾自己，使李淑贤因劳累入院，文化大革命后，溥仪被批斗，李淑贤因受牵连，后溥仪病倒入院。此时，早已离婚的李玉琴来此，诉说她被批斗之苦。溥仪为此自责不已，在病床上为她写下早已“脱离关系”的证明。
