12岁的男孩埃米尔和他的父亲生活在一起。由于父亲失业，家中生活困难，在埃米尔过生日的时候，父亲都舍不得买电影票带他去看电影。但是每次生日母亲给他寄的500马克父亲总会给他存好，如今，埃米尔已经有1500马克了。 　　埃米尔在自己的作文里提到了父亲失业的事情，好心的老师告诉了埃米尔一个适合他爸爸工作的机会，经过面试，爸爸终于找到一份吸尘器代理商的工作。可是埃米尔的爸爸在路上因超速行驶发生了车祸，驾照也被吊销。为了给爸爸弄到驾照，埃米尔决定利用在柏林的老师妹妹家暂住的机会，用自己的钱给爸爸办个驾照。在火车上，天真的埃米尔被同包厢的一个面色煞白、脚蹬红色皮靴的家伙用麻药迷倒，他的1500马克也没了。 　　埃米尔醒来时，火车还没到站，他在窗口张望下车的人，终于看见了偷走他钱的家伙。他提着自己的箱子，紧紧地跟着他。在一个餐馆门口，他停下了，坏蛋用他的钱去吃饭，但他还饥肠辘辘。埃米尔偷偷从厨房拿出一块熏肉，却被厨师的女儿抓住。厨师的女儿叫波妮，和他年纪相仿。埃米尔向波妮讲述了自己的遭遇，波妮利用自己的影响召唤了一大帮孩子来，他们号称“城市小侦探”，每个人都有点自己的绝招。波妮安排了抓坏蛋的计划，行动代号“埃米”，把所有的孩子安排在了必要的位置上，同时还有一个专门的男孩冒充埃米尔到老师妹妹的家里和她的儿子古斯塔夫周旋。 　　埃米尔和一班小伙伴一直跟踪拿走他1500马克的坏蛋格伦戴斯，终于找到机会从酒店里搜出了格伦戴斯的箱子，但箱子里并没有他们期望的1500马克，却是格伦戴斯从酒店的其他房间偷来的各种名贵珠宝和手表。 　　波妮和埃米尔和卖驾照的人接头，结果却被格伦戴斯绑架。埃米尔和伙伴周密计划，不但救回了波妮，还把坏蛋绳之以法。埃米尔的父亲在当地也被升职，在自己的家乡，埃米尔再次和柏林的好伙伴重逢。

In Tel Aviv, Yoav receives a visit from Delphine, the girlfriend of Emile, his boyfriend from Paris. Their day together in the city confronts their mutual expectations in the face of a complex Israeli society.

When Emil travels by bus to Berlin to visit his grandmother and his cousin, his money is stolen by a crook who specializes in digging tunnels. Emil must get the money back as it is for his grandmother. While following the thief, Emil runs into Gustav, an enterprising young boy who gathers up all his friends to help Emil find the money. Emil's cousin also gets involved and they get into more trouble than they bargained for when Emil's pickpocket turns out to be mixed up with a couple of notorious bank robbers.

On a train journey to Berlin, the bright young Emil from Neustadt an der Dosse meets a shady character. The man calls himself Grundeis and gives Emil a piece of candy, which makes the boy drowsy. When he wakes up at his destination, the man is gone - and so is Emil's money. He catches sight of the rogue disappearing into the city melee. There Emil meets "Gustav mit der Hupe," who detects a whiff of big adventure and when they find Grundeis, he alerts his gang. Together Emil and the Detectives embark on a chase which takes them across Berlin. Emil's little cousin Pony Hütchen emerges as one of the main protagonists in the adventure, which eventually sees the gang catching the villain red-handed. He gets convicted and the gang receives a generous reward after it turns out Grundeis is far more than a petty thief: he's a wanted bank robber.

The ex-gymnast and survival artist Emil falls in love with the prostitute Lissy. Through her he meets some criminals whom he can help thanks to his gymnastic skills. But on his rise in the criminal hierarchy, Lissy might fall by the wayside.
