蒙大拿州拉特兰郡的人们睡得很熟，因为他们知道他们的小镇有600英尺高、4.5吨重的混凝土兰金水坝保护。但是，不停的大雨和不断上涨的蓄水池将会制造麻烦，冲毁大坝和整个小镇。意外事故造成一名工程师死亡，于是谣言四起，称大坝在结构上并不合理。没有人比大坝最初的建筑师更加怀疑此事。在大坝完工之前，建筑师大卫曾提议建一道大水坝抵挡洪水威胁，但他被建筑公司总裁沃尔科陷害，没完工就被解除职务。而心灰意冷的大卫也不愿意再留在小镇，离开妻儿远赴费城生活。 　　在意外事故发生之后，大卫迅速赶回拉特兰，并对大坝的情况进行一系列的勘测。令人震惊的是大坝还有3小时便会破裂，全城将被洪水淹没。大卫深知事态严重，他必须赶在大坝毁坏之前将这一危险告知小镇的居民。他需要得到2个人的协助，他们是女议员纳塔利和17岁的建筑天才加斯——被他遗弃的妻子和儿子。当年大卫不负责任的离开让妻子和儿子伤透了心，但人命关天，他们决定全力以赴地帮助他。 　　在大坝崩溃之前3小时，纳塔利要求镇上的居民紧急撤离拉特兰。但她被沃尔科阻拦，他宣称大坝十分可靠，并且和数千条无辜的人命相比，实际上他更关心的是他在投资商面前的的声誉。考虑到市民的安全，纳塔利坚决下达撤离命令，而这一举动也彻底毁了沃尔科的生意。 　　大卫和加斯决定自己采取行动，策划了一个冒风险的计划——在一堵导水墙下放置大威力炸药，把水导离大坝。没想到这一计划发生重大失误，在大坝即将爆炸之前二人被赶来取走当年大坝偷工减料罪证的沃尔科困在其间。他们必须找到逃离的出路，跑到地势较高的地方，要么就被淹没在滚滚洪水之中。在逃生无路的情况下，大卫终于说出了当年离开的实情，并通过电话对妻子表达了爱意。虽然不再一处，但一家三口从来没有像此时一样亲密过。 　　就在大卫以为逃生无望的时候，建筑天才加斯突然想出一个好办法，二人终于脱困。 但此时，身后的洪水已经滚滚而来，包括前来接应的纳塔利，三人都处在极度的危险之中，这一次，他们还能成功逃脱吗？
