讲述了北宋时期，王安石立志济民，放弃京城馆阁之职，毛遂自荐赴任鄞县县令。他到任后的第一件事，就是考察民情，打击地主乡绅，在两浙转运使杜杞的帮助下，将压榨百姓的原县令绳之以法。
