根据谷峪同名小说改编。 近河县各界人民代表会议开会的时候，一区和三区的代表都带来了群众要求县里给自己区修筑砖坝的提案。虽然县里的水利修建经费比往年增加了，但是要修筑两道砖坝还是不够的。在会上一区的代表魏炳山提出理由说，给一区修砖坝，能保障一区增产建设。最初，三区的代表金庆是坚持要求给自己三区修砖坝的。深夜，金庆跟区委崔书记一道去见张政委。张政委告诉他应该从整个国家的利益来考虑问题。金庆受了这些启发，在第二天提案表决时，金庆主动撤回了自己的提案，同意县里先给一区修砖坝。但是，三区的列席代表四老刚这时还看不出给一区修砖坝是关系着整个国家的利益的重要性，非常不满意金庆撤回了自己三区的提案。会后，金庆和四老刚回到村里。四老刚只是认为，自己没争取到给三区修砖坝，就是没给三区群众把事办好，心里很难过，整天蹲在家里闷头睡觉。有些群众不但埋怨金庆撤回提案，生产情绪也低落了，纷纷到供销合作社去要求退掉原来为增产而订购的种子和肥料。党支部书记鲍长林和团支部书记贵荣，支持了金庆为了照顾整体利益而撤回提案的正确做法。他们和村里一些党、团员积极地向群众说服解释，那些生产情绪不高的群众也都领回了自己原先订购的肥料和种子。龙口村的春耕播种工作便顺利地展开了。到了夏天，河水上涨了，紧急的水情一次又一次的传来。三区群众投入了紧张的防汛斗争。正当河堤眼看就要决口的时候，一区代表魏炳山带领一区群众赶来帮助抢险，终于堵住了洪水。这些事实，使三区群众认识到，因为一区修了砖坝，堤岸巩固，火车才能畅通无阻，也就有力量来支援自己区的防汛斗争，战胜洪水，保住了三区和今年的增产丰收。过了一年，近河县又一届各界人民代表会议开会后，三区的代表金庆和四老刚又从县里回来了。这次，带回来了令人欣喜的消息，人民政府决定在上游修筑水道，给三区修水闸。从此，三区群众不但能战胜每年最凶恶的洪水，而且还要用水来灌溉田地，把水患变成水利，增产丰收就更有保证了。
