赵大林是新京的学生，家境贫寒，与弟弟一起侍奉着患病的母亲，相依为命，为了改善家庭状况，他托人应征去虎头要塞当劳工，临行前嘱咐弟弟，如果再有机会也一定要报名。然而虎头要塞却是个人间地狱，他见识了日本人对劳工们的残暴之后，生怕弟弟也来投了落网，他想写信阻止弟弟到来，但是为了这封没能寄出的信，日本人大开杀戒，劳工营噤若寒蝉，但是赵大林并不肯放弃，他不能验看着弟弟也来受罪，他把希望寄托在住在劳工营附近村庄的小雪姑娘。小雪姑娘是诊所的护士，心地善良，赵大林利用上工经过的机会，将一个纸条丢给小雪，请求她帮自己寄信，小雪同意了，经过一番周折，终于寄出了信，然而，这封信却被日本人的检查机关查获，小雪和赵大林都面临生死考验，这时，日本人决定要在部分工程完工后处决所有劳工，便用谎言欺骗了赵大林，容他多活了几日，终于在完工后展开了屠杀，赵大林和劳工兄弟都遭惨死，而他的弟弟此时也满怀期待地坐上了装满劳工的火车。

The pretext of the film, set in Cologne, is Heinrich Böll’s novel “Billiards at Half Past Nine,” which they strip down to a handful of stark events and film with a confrontational angularity akin to Bartók’s music that adorns the soundtrack. The subtlest of cues accompany the story’s complex flashbacks. The middle-aged Robert Fähmel tells a young hotel bellhop of persecutions under the Third Reich; his elderly father, Heinrich, an architect famed for a local abbey, recalls the militarism of the First World War, when his wife, Johanna, incurred trouble for insulting the Kaiser. A third-generation Fähmel is considering architecture, just as the exiled brother of Robert’s late wife, returns, only to be met by their former torturer, now a West German official taking part in a celebratory parade of war veterans. Straub and Huillet make the layers of history live in the present tense, which they judge severely. The tamped-down acting and the spare, tense visual rhetoric suggest a state of moral crisis as well as the response—as much in style as in substance—that it demands.
