故事讲述了共产党员王东风出任某乡党委书记后，为切实改变这个欠债上千万、拖欠教师工资好几年、群众上访出了名的贫困落后乡的面貌，不徇私情，从严治党，下苦功进行党风建设和用人制度改革，并带领群众励精图治，终于取得喜人收获。作为一名富有强烈社会责任感的共产党人，王东风在此时主动放弃被提拔的机会，又奔赴更加贫困、复杂的枯楼乡就任党委书记。
