林定邦、秦正國、施全與羅志成同期進入警專，成為志趣相投的好朋友。畢業後，林與秦服刑警勤務，而施與羅到了交通大隊服勤，各自經歷一些菜鳥警察的出糗過程後，在工作上日漸成熟。 某次滅門血案發生後，林與秦追查線索進入啤酒屋並與匪徒發生槍戰，林擊斃一匪徒，事後發現該匪徒手中槍械已無子彈，林被組長繳械待查。一日林在路上遇到施與羅，打招呼後離開，忽然聽到槍聲，趕去見施受傷倒地，匪徒正要舉槍射羅，林欲拔槍搶救，可是發現槍已經不在身上，眼睜睜看到羅被匪徒擊斃，痛失良友，悲痛萬分。最後警方全力緝兇，將匪徒包圍在海邊，雙方展開激戰，林終於將匪徒捉到繩之以法。
