扫毒组警员Pierre因查案与海关缉私组探员王郁文产生误会，却又因误会而互相欣赏，结果不打不相识，彼此成为好友。Pierre的新上司邓川石年轻有为，但Pierre不满他的处事方法，经常与他作对。犯罪集团首脑山本十八为了夺回大批高价毒品，不惜在警署引爆炸弹，然后安排一帮美国狂徒假扮飞虎队（SDU）乘乱冲入警署，抢回被充公的毒品，然而此事被邓识破，并捉了一名狂徒。为救同党，狂徒掳走Pierre女友柔情，威胁他要“以人换人”，Pierre请王假抢狂徒，与匪帮交换。Pierre、王、邓三人与狂徒及犯毒分子奋力斗争，Pierre等人终于救出柔情，大获全胜。
