公元前360年，魏王（梁家仁 饰）出兵大举攻楚，楚国不支，楚王（姜超 饰）不知所措、慌不择路，欲行偷梁换柱之计混出王宫，但被魏国大将军识破，与太傅一起被俘。楚国大将军屠甲（陈观泰 饰）死里逃生，遂训练两少年习武为刺客，兄雷（朱国安 饰），弟惊禅（谢沅江 饰），厚积薄发。五年后，魏国中军尉死于屠甲剑下，魏王再次向楚国开战，胆小楚王竞献上屠甲人头，欲平息战争，另一边花言巧语安抚刺客，雷和惊禅，希望二人继续为其效命。雷忠心耿耿，但惊禅已心生疑意。当雷领命欲行刺魏王时，发现其护卫竟然是弟弟惊禅，雷仓皇而退，伺机与惊禅相见，惊禅告知楚王表面仁义道德实为阴狠歹毒，贪生怕死投降于魏国，雷不信，认为其中必有误会，坚持要完成刺杀行动，以解楚国之围。终于，雷杀入正殿，却见楚王在魏王面前献媚，方知楚王果然投降于魏。雷与惊禅对峙，怎料最后兄弟二人均丧命于楚人手中，究竟楚王是否实意归降，还是韬光养晦装腔作势，另有打算？
