1986年，韩国京畿道华城郡，热得发昏的夏天，在田野边发现一具女尸，早已发臭。小镇警察朴探员（宋康昊饰）和汉城来的苏探员（金相庆饰）接手案件，唯一可证实的是这具女尸生前被强奸过。线索的严重缺乏让毫无经验的朴探员和搭档曹探员（金罗河饰）只凭粗暴逼供和第六感推断，几次将犯罪 嫌疑人屈打成招。而苏探员客观冷静，据理分析，几次排除嫌疑，警察内部为了证明与推翻矛盾不断，然而无辜女子还是接二连三被残忍杀害，他们只好达成共识一起合作。此时，一个极其符合作案特征的小青年（朴海日饰）成为最大嫌疑人，警方神经绷紧地锁定住他，同时DNA检测报告也被送往美国，然而案件并未在此处停止。

1986年，京畿道某处发现了一名女尸。该名女子死去前曾遭人强奸。两个月后，以相同手法的奸杀案再度出现。不过警方对这类连环凶杀案苦无头绪，导致人心惶惶。警方决定成立调查小组去调查这一系列棘手案件，由小镇警察斗满（宋康昊 饰）和首尔特派警察泰允（金相庆 饰）奉命专责此案。然而这个调查小组的工作不太顺利，擅长于自己的灵感和头脑的斗满跟凡事需要真凭实据的泰允磨擦甚多。斗满发现现场留下颇多死者的头发，来推断行凶者专挑选有脱发毛病的女子为行凶对象。另一方面，泰允亦发现受害人全是在雨天穿著红色的衣服。因此，调查小组决定选定一个下雨的日子，派出卧底去引诱行凶者，但当晚死去的却是另一名女子。斗满和泰允都接近崩溃边缘，但一档录音节目又引出了另一个所有特征都极其符合的嫌疑人，可是最终从美国传真来的鉴定报告令他们难以置信。
