该剧讲述了清朝末年，捻军家族队伍兵败后成煤矿窑工。二团总肖太平为生存，打破旧规，历经地痞、掌柜刁难，奋力抗争成为首富的故事。

被判处无期徒刑的囚犯佐久间清太郎（山田孝之饰）曾经在东京的小菅监狱服刑，当时只对人情味浓厚的看守部长浦田进（北野武饰）服从。昭和17年，佐久间从秋田监狱越狱，3个月后，佐久间跑到浦田家控诉秋田监狱的非人生活，然而浦田趁机会报警，佐久间被捕送到网走监狱。之后浦田被调到网走监狱当看守长，于是二人开始了长期的战斗，佐久间以周密的计划、大胆的行动力和无穷的体力为武器，反复进行了犯罪史上前所未有的越狱。
