早高峰，工人们把众建集团的总经理潘总围堵在车上，声称不拿到钱誓不罢休。苏筱，作为众建集团的预算主管上前解释众建已将项目款结算给了承包方天科，所以他们应向天科追讨欠款，承认众建作为总包对于欠款的连带责任，告诉工人们“要钱合法，但堵人违法”，这才勉强把潘总从包围圈中“救”了出来。不料潘总却对苏筱“连带责任”言论很不满意，但相比之下还有更麻烦事情等待解决——工人们迟迟不散去，而今天恰恰又是相关部门领导视察工作的日子，苏筱必须赶在领导到来之前解决这一问题。拖欠工人工资的债主是众建项目的承包方天科，在直属领导余经理的授意下，苏筱催天科总经理黄礼林付钱，对方以“没钱”抵赖。苏筱不知道的是，余经理和黄礼林早已暗通曲款。
