1937年，日军的铁蹄踏破了江津城池，大批的地下党员、青年学生和进步人士遭到了严酷的迫害，昔日繁华的港口城市顷刻之间仿若死亡之城。共产党员秦昊临危受命，潜入江津城，帮助众人从日军的眼皮底下巧妙地秘密转移。尽管转移任务最终完成了，但秦昊共事多年的战友却不幸惨死于日军的枪口之下。几位来自不同家庭的青年人目睹了日军的暴行，被秦昊及其战友的精神与行动所鼓舞，不惜放弃转移机会，追随共产党进行抗日活动。
