昭和15年。日本步入战时非常时期。即使是百姓娱乐的演剧也受到限制，上演前还要接受剧本审核。某日，警察局来了一位不速之客，喜剧作家椿一（稲垣吾郎饰）为了新剧能够上演而与审核官向坂睦男（役所広司饰）会面，向坂是一个不苟言笑的人，他认为在这种乱世没有必要上演什么喜剧，对椿一的剧本更提出了去掉喜剧情节的无理要求。 　　椿一为了取得上演资格许可，不得不接受向坂的要求，同时却又在考虑如何多多加笑料进去。这当然触痛了执拗的向坂的神经。他对椿一的态度变得恶劣起来。可是这间审讯室好像有一股神奇的力量，两人拉锯战一直没停。为了符合向坂的要求，改写后的剧本发展发生了转折。向坂开始是愤怒之后是迷惑，最后是虽然有点不好意思但已经开始露出喜悦之色了。不知不觉的两人开始痴迷的创作起喜剧来了。回家路上，向坂不自觉的走向《笑的大学》上演的剧场，前几天还那么讨厌的演剧，突然开始变得好看了，心中不由升起对椿一的敬意。 　　自己现在才知道，令人讨厌的椿一竟然有着不被人知的一面，向坂第一次体会到椿一的双重艰辛。可是尽管向坂心里已经认同了椿一的做法，但是身负的责任却又让他不得不将反对进行到底，他不得不违心的继续反对《笑的大学》。 　　第七天，侧夜未眠的椿一给向坂交出一份赶出的稿子，这是一部从未有过的喜剧杰作。面对仍然说无法通过的向坂，椿一不知为何异常平静。就在昨天，椿一接到入伍通知，尽管如此，他还是完成了这部不可能演出的杰作。 　　得知这一消息之后的向坂…… 　　之后的椿一…… 　　但是，两人能够逃脱时代的给他们的宿命么……
