下岗工人马冬生因为女儿马瑾突然得重症，蒙面抢劫了一家“黑店”。这家店的老板李兵当年曾侵害过马冬生的徒弟，负责此案的刑警队长于超竟是熟人。但是这起案件却带出了一桩贪腐案件和制贩毒大案。李兵的姐夫副市长陈子韬千方百计地想掩盖真相，甚至制造出让人顶包的闹剧。不料，马冬生没有就此逃脱，他以匿名信的方式，向于超揭露了这个阴谋，并承诺自己会投案自首。 随着案件的侦破，于超意识到犯罪嫌疑人就是马冬生，同时也弄清了马瑾的病因实为一个制贩毒团伙的“人体试验”所致，被陈子韬控制的市公安局副局长谭季平，充当了“保护伞”。然而，于超的恪尽职守的品格也感动了马冬生，他选择了自首，这也是于超留给他最后的机会。
