香港に麻薬取引に向かった大岡組の北原は、馴染みの取引先である竜との値段交渉の決裂から、新興勢力の毛の配下・チャンと取引をする。竜の配下の見張りの眼をくぐりぬけ、約束の薬を北原に手渡したチャンだったが、北原は執拗な竜の狙撃にあい、来日する中国歌舞伎のスター・李に薬の包みを預けて息絶えた。大岡組では、北原の死因を探るべく、幹部の藤島を香港に送る一方、李から薬を受け取るために部下を横浜に派遣するなど、慌しい動きを見せていた。だが、香港で北原が竜に殺されたことを知った藤島が東京に戻ったその頃、慎重を極めた薬の受け渡しは、絶対に知られるはずのないルートを襲われ、失敗に終わっていた…。
