某晚，一辆运送文物的卡车发生车祸，内中昭陵六骏之一的唐三彩“飒露紫”失窃，引起国内外极大关注。在此之后，热爱攀岩的电视台女主持夏梅（陈慧琳 饰）被派到英国伦敦参加某拍卖行的活动，借机调查“飒露紫”的下落。谁知在会场她的隐形耳机信号和警官张浩（郑伊健 饰）的耳机信号相冲突，以致于暗访行动以失败告终。在此之后，张浩主动登门拜访，告知神秘狡猾的国际大盗九尾狐（梁家辉 饰）很可能将“飒露紫”锁定为下一个偷盗目标。从暗访录像中，他们果然也看到一个疑似九尾狐的身影出现。 　　为了彻底查到“飒露紫”的下落，夏梅请缨留在伦敦，而此时九尾狐也主动接近夏梅。浪漫而紧张的文物追查之旅由此展开……

解放前，贫苦的藏族牧民罗尔布不得不靠盗马为生。一次，他因抢了官府给寺院的礼品而被赶出部落，与妻子卓玛和幼子扎西流落在草原。不久，小扎西生病，罗尔布按照妻子的意思去去寺院虔诚求佛，但儿子还是病死了。第二年，夫妻俩终于又得到了一个男孩，但大草原上正蔓延着恐怖的瘟疫，罗尔布为养活妻儿，冒着生命危险去当“勒藏”，并不得不卖掉心爱的马。冬夜里，思念马儿的罗尔布到马圈看马，却被当作盗马贼而被人毒打。他拖着遍体鳞伤的身体回家途中，发现将他抚养长大的老阿妈已死去。老人一生信佛行善却仍然惨死，令罗尔布彻底绝望，与妻子再次沦为盗贼。在被人追捕的过程中，罗尔布用匕首猛扎卓玛所骑的马，使马带着妻子狂奔远去。而他却调转马头将追击的马队引向自己。乱枪射向罗尔布，他拼尽最后一口气，爬向天葬台。

1923年，藏民罗尔布（才项增仁 饰）游弋在高原上，以盗马维生。为了自己的孩子扎西，罗尔布放神羊为其祈福。头人的父亲死去，老阿妈对头人一家的善良感佩，同时又担心罗尔布因盗窃不能魂归于天。罗尔布与同伙抢劫了政府送给寺院的礼物，并打算用赃物为扎西向寺院还愿。抢劫事发，愤怒的头人将罗尔布一家驱逐，从此，罗尔布和妻子卓玛（旦枝姬 饰）、扎西只得在草原上流浪。扎西的病情不见好转并逐渐恶化，罗尔布用圣水为扎西沐浴、虔诚的求佛爷保佑却终于不能挽留自己的孩子。不久卓玛再次怀孕了，罗尔布和卓玛磕头为扎西还愿，但苦难并没有离他们而去……
