1999年元旦前夕，一趟由北河开往南州、跨越两千多公里的278次普快列车迎来了一群不寻常的乘客。北河刑警武惠民一直在追查与煤矿事故有关的嫌疑人于志明，得知于志明要乘火车南下，武惠民决定上车寻找证据。武惠民在车上帮助乘客放行李，却被当作盗窃案的嫌疑人，无奈之下武惠民只得向铁警干探鲁远航亮出自己的警察身份。二人发现各自追查的案子其实殊途同归，各种线索都指向了于志明和他背后的犯罪团伙，最终武惠民和鲁远航逮捕了于志明，将幕后黑手绳之以法。
