《役》是一部反映侵华日军在浙江丽水开展细菌战的纪录片。创作者通过实地走访、史料搜集等手段，反映侵华日军在丽水进行细菌战的事实以及受害者的生活现状。日本侵华战争期间，在中国多处发动细菌战，受害者人数达到 1200 万之多，战后，日本政府一直未承认丽水细菌战相关事宜。如今曾经的亲历者均已步入耄耋之年，丽水市细菌战受害者只是战争阴影下的一角。他们是否还能等来道歉，未来的道路又将何去何从？

関東一帯のやくざ組織・関東城政会の幹部会に親分衆が続々と集結した。この会議の眼目は、大産業地帯指定埋立地の整地工事の権利獲得と、これを狙う関西同志会の東京進出阻止にあった。大幹部・花岡の現状報告の後、会長・桧山の指名で同じく大幹部の中神、その舎弟で幹部の早見、宮田、染谷と若手の桑原、安積がこの大役につくことになった。中神たちは、埋立地に事務所を置いて活動を開始したが、関西同士会系甲田組の動きも活発化し、手段を選ばぬ妨害が相次いだ。そんな折、中神は特攻隊以来の友人でバー「ナポリ」を経営する柏田の仲介により、土地の顔役・小杉に整地権入札の助力を頼むが断られる。だが中神は、あくまでも正当な手段で入札しようという考えを捨てなかった。一方、進展しない事態にじれた早見は、市長の吉川の弱みを握り、単身脅迫しに乗り込む。早見の市長脅迫が功を奏したのか、工事権は中神たちの手に落ち、全て順調に事が運ぶかに見えたのだが…。
