本片讲述20世纪20年代末，上海船业商贾从德国购进的“心漪号”号船，在抗日战争后更名为“国发号”，现在名为“灌河号”。1949年，在地下党的策划帮助下，该船船员共同起义，为渡江战役和解放全中国立下了赫赫战功。该剧用船来说话，说一段革命英雄事迹，说一段具有灌河文化的动人故事，说一段凄美的爱情故事。该剧让“船”拟人式地说话并且把主要的戏放在一条小船上拍摄，这在中国影视上还是首次。
