“I envy the Japanese.” 　　如果梵谷幾曾造夢，夢中的境地必定是日本，那個他從沒去過，卻影響著他畢生畫風的亞洲國度。 　　梵高在前往法國南部阿爾勒的火車旅途中，一邊留意窗外的光景，一邊寫信給高更：「看看『是不是已經有點像日本了』很幼稚，對吧！」梵高充滿著遺憾的一生，亦幾曾充滿希冀地渴求著外國的風情，稚氣地試圖由身邊的日常光景找尋東方色彩。他收藏了數百幅日本版畫，臨摹過當中不少的作品，可惜他卻沒法等到自己作品流傳日本，得到東方世界賞識的一天⋯…導演這次走訪阿姆斯特丹的梵高藝術館、法國及日本揭開來自東方的紗幕，與你投身梵高的日本夢，遊走在浮世繪與木刻版畫之間，等待星夜的到來。也許在日本夢中，梵高繃緊的精神終能得到剎那的平靜。

新東宝社長大蔵貢の原案から「妖雲里見快挙伝・前後篇」の渡辺邦男が原作を書き、「黄色いからす」の館岡謙之助が脚色、渡辺邦男が総監督した。主演は「桂小五郎と近藤勇　竜虎の決戦」の嵐寛寿郎、「死刑囚の勝利」の天城竜太鄭、田崎潤、「リングの王者　栄光の世界」の宇津井健、中山昭二、「日米花嫁花婿入替取替合戦」の高島忠夫、「風雲急なり大阪城　真田十勇士総進軍」の小笠原竜三郎。そのほか藤田進、江川宇禮雄、阿部九洲男、沼田曜一など、新東宝オールスター・キャスト。シネパノラマミック方式による“大シネスコ”。色彩はイーストマンカラー。同年の５月14日には35ミリ版も上映された。 　　あらすじ 　　明治37年、ロシアの極東侵略政策に脅威を感じた日本は、日露交渉によって事態を収めようとしたが、ロシア側の誠意のない態度に国内は、自衛のためロシアを討つべしとの声が高まり、それまで開戦の国民生活に与える影響を考え慎重だった明治天皇もついに開戦のご英断を下された。かくて連合艦隊に護送されたわが陸軍は仁川に上陸を敢行し、一路満洲へと進撃を開始した。一方海軍は、旅順港にある敵艦隊を封鎖し日本海の制海権を握らんとして決死隊を編成、第一次、第二次と相次ぐ閉塞決行に遂に成功したが広瀬少佐、杉野兵曹長はじめ多くの勇士が壮烈な戦死をとげた…。

Unavailable on home video for many years (except perhaps as a grainy, nth-generation VHS bootleg), Penelope Spheeris' seminal document of the young 1979-1980 Los Angeles punk scene includes chaotic live performances by now-legendary groups like Black Flag (with short-lived lead singer Ron "Chavo Pederast" Reyes), X (giving themselves stick-and-poke tattoos) and the Germs (whose unpredictable lead singer Darby Crash would commit suicide before the film's release) interwoven with talking-head interviews with teenage punks and, most entertainingly, older club owners trying very hard to describe a growing form of music they were clearly unprepared for. The footage of Fear's confrontational set would later grab the attention of John Belushi, who snagged the band a 1981 appearance on Saturday Night Live (and resulted in $20,000 in damage to the studio). - Tom Fritsche

Musician interviews in this DECLINE are fewer but include interesting musings from Keith Morris from the Circle Jerks and Flea (credited as the "ex-bass player of Fear"). DECLINE III lives up to its title as Spheeris explores every facet of the gutter-punk life, from their damaged upbringings (nearly all were abused or neglected as children) to the self-destructive lives they lead on society's fringe (alcoholism, homelessness and run-ins with skinheads, among others). - Tom Fritsche
