京都市内のスケートリンクで、刺殺事件が発生した。営業時間中、リンク上で滑っていた女性インストラクター·白石沙織（阪田瑞穂）が、黒いフードをかぶった何者かに正面から刺されるというショッキングな事件だった。 　　京都南署の鑑識官·円城寺りつ子（田中美里）や上司·志賀主任（小林稔侍）らの調査により、犯人の足のサイズは24.5センチだと判明。大山刑事（東幹久）は、１カ月前に起きた“平安京のカラス”と名乗る犯人による通り魔事件との関連を疑う。同じく黒のフードをかぶった人物が果物ナイフで被害者の腹を刺し、刃物を抜かずに去る…という手口が酷似していたのだ。事実、翌日、犯人からの犯行声明が新聞社に送りつけられ、府警は連続通り魔事件と断定、南署に合同捜査本部を設置する。 　　だが、りつ子は、今回の事件が本当に通り魔によるものなのか疑問を抱く。というのは、１カ月前の通り魔事件の犯人は映像解析の結果、左利きで、かつ180センチほどの長身と推定されており、その身長とスケートリンク事件の犯人の足のサイズがそぐわなかったからだ。りつ子は捜査会議で、通り魔を真似た模倣犯の可能性があると発言するが、府警一課の江藤刑事（堀部圭亮）に「では、犯行声明文はどう説明するのか？」と否定されてしまう。どうしても納得できないりつ子はその後、志賀たちとリンク上で再現実験に挑む。何度も繰り返した実験により、スケートリンク事件の犯人は右利き、推定身長165センチという検証結果が出る。 　　一方、大山は江藤と共に、被害者の交友関係を捜査。アパートの管理人の話では、１週間前、沙織の部屋に空き巣が入ったという。だが沙織は警察に通報することなく、その場で姉·久美（中村愛美）に凄まじい剣幕で電話をかけ、「あんたがやったんでしょ!!」と責めていたという。沙織と久美は異母姉妹であり、母親の遺した土地をめぐってもめていたようだ。久美が営んでいる美容院は不振で借金を抱えており、彼女の足のサイズは24.5センチだった。大山は久美の犯行を疑うが、江藤から、まだ不確かな情報を本部に報告する必要はないと釘を刺され、彼にかすかな不審を抱きはじめる。 　　その矢先、事件は思わぬ展開を見せた。久美が、経営する美容院店内で刺殺死体として発見されたのだ。しかも、残された犯人の足跡はまたしても24.5センチだった…！　新たな事件の発生に、大山は姉妹を殺したのは通り魔を模倣した同一犯に違いないと主張するが、江藤は決め手に欠けるといって認めようとしない。 　　そんな中、通り魔事件の容疑者·吉田卓也（後藤健）が確保され、りつ子や大山の推理どおり、姉妹を殺したのは“平安京のカラス”ではなく、模倣犯であることが判明。さらに、スケートリンク事件の被害者·沙織が大手美容サロンの社長·上條美那子（夏樹陽子）から合計1000万円もの金をもらっていた事実が浮かび上がる。調べを進めたところ、美那子は５年前、交通事故を起こし、オートバイを運転していた男子高校生を即死させていた過去が発覚。なんと、死亡した高校生は江藤と別れた妻·岡崎雅代（国生さゆり）の息子で…!?
