在改革强军大背景下，以张启、齐小天等空降特种兵为代表，讲述了在战斗力生成模式改革探索中，为培育空军官兵全球化视野、信息化能力和实战化水平，进一步激发研究强敌、战胜强敌的血性忧患，将组建一支全新的、全要素、体系化专职蓝军“锅盖头”。经过一段时间的适应和磨合，“锅盖头”开始了征战南北、挑战四方的魔鬼生涯。历经一系列的战斗演习、行动，“锅盖头”部队的战士再次被分配到各部队，他们成为王牌部队的骨干教员，星星之火已成燎原之势，在坎坷中前行，在磨练中成熟的战士们开始了新的任务 。

弗雷斯特的实验室正在研制一种极具威胁性的病毒，这种病毒一旦落入恶人之手，可能会引发不可预见的灾难。病毒贩子图姆斯策划了一次大胆的行动，他的手下闯入了实验室，残忍地杀害了在场的科学家们，盗走了这项致命的病毒。图姆斯计划将病毒出售给黑市上的买家，这笔交易的价值高达五亿美元，足以引发全球范围内的恐慌。 　　面对这一严峻局面，美国国家安全局迅速行动，组建了一支精锐的小分队，负责追踪和追回被盗的病毒。这个小分队由经验丰富的通讯专家罗恩（金·寇兹 Kim Coates 饰）领导，成员还包括擅长爆破的比尔、拥有卓越徒手搏斗技能的格迈尔，以及具有特殊清道夫能力的科特茨（托蕊·海金森 Torri Higginson 饰）。然而，在执行任务过程中，小分队乘坐的飞机由于控制系统故障而爆炸，整个行动陷入了极度危险的境地。对此，总负责人默多克感到事态复杂，他开始怀疑病毒失踪可能是内部人员的阴谋。他决定设下圈套，寻找真正的病毒窃取者。
