This feature-length film, made in 1964, is set on the Austro-Hungarian front during World War One. A lieutenant who participates in the hanging of a Czech deserter is so tormented by remorse that he ends up deserting too, but he gets caught, and is sentenced to death himself.

罪を犯しているにも関わらず、法では裁かれない者を自ら裁き、刑を執行する人物＝『私刑人』の出現に、世間は騒然。麻酔銃を使って対象を狙撃する『私刑人』による刑執行に怯え、自ら真実を吐露する者、謝罪する者が続出する中、次なる標的となっていたのは、厚生労働大臣の龍岡泰邦（竹中直人）だった。 　　とあるパーティーの後、ついに龍岡に銃口が！　しかし間一髪、警護に付いていた警視庁警備部警護課の松永祐一郎（遠藤憲一）が盾になり、事なきを得る。 　　そしてその日から、『私刑人』はぱたりと姿を消した…。 　　3年後――。 　　松永は、再生不良性貧血の治療を続ける妹・琴乃（酒井美紀）とその娘・しずく（竹野谷咲）の面倒を見ながら交番勤務の警察官を続けていた。 　　そんな折、準強制性交等罪で逮捕されながら不起訴になった大学生・金山言訓（横山涼）が何者かに麻酔銃で狙撃される！ 　　現場を目撃していた『週刊エラー』の記者・吉尾恵美（内山理名）は、姿を消していた『私刑人』が活動を再開したことに驚がく。さらに「過重労働により過労死を招いた居酒屋チェーン」「パワハラで告発された大学空手部の部長」らが相次いで謝罪会見を行い、世間は『私刑人』の出現に再び騒然となる。 　　『私刑人』の標的となった金山の叔父は、民自党の議員・湖中重義（井田國彦）。3年前、同じく標的となって狙撃を受けた龍岡幹事長の派閥に属する大物だった。警察の威信にかけ、なんとしてでも『私刑人』を逮捕するべく、警視庁は庁内に『私刑人対策室』を設置。室長に就任した相馬晃弘（浅野和之）は松永を呼び戻し、『私刑人』を特定するべく捜査を開始する。 　　今や“次期総理大臣”を期待されるほどの立場になっていた龍岡。だが3年前の『私刑人』による狙撃は、ある事情から警察によってもみ消され、そのことがきっかけで、当時松永の相棒だった江崎哲平（北村有起哉）は、組織に不信感を抱いて警察を去り、タクシー運転手として再出発していた。 　　瀕死の重傷を負ったにも関わらずその事実を隠され、今再び龍岡の警護に付こうとする松永に『週刊エラー』の恵美は「私利私欲にまみれたクズのために、どうしてまた命を賭けるのか」と問いかける。実は恵美も、松永が銃弾を受けた記事を官邸からの圧力によって差し止められていたのだ。 　　『私刑人』の存在を善悪では割り切れなくなってくる恵美。しかし龍岡の身代わりとなって秘書の山葉文雄（濱津隆之）が凶弾に倒れたことで、世論は“『私刑人』憎し”へと傾いていく。 　　やがて捜査一課は『私刑人』としてある人物を逮捕。しかし納得ができない松永らが捜査を続けるうち、意外な事実が明らかになる…！
